yes, yes it is.
its currently in development and when fully functional hopefully it will ported to iphones

it wont iphones only accept .png icons.

Yeah, I looked into this months back. The iPhone won't display any firmware images other than PNG's and right now they don't have the ability to be animated. I doubt we will see this on our phones, but I could be wrong.
