Lttle problem with a new theme i want to make

Hey,,

So... basically ive been wanting to make a new theme, but i have one small problem and i dont know if theres a way to easily fix it.
Basically what i want to do is make a theme that has some kind of pop up when you hit a springjump icon. i suppose ill have to make that popup as the background of a new page. What im wondering now is if theres a way to have pages stack on eachother. Basically what our normal computer OS does like when you open up start. you still see everything of your desktop xcept for the part where the start thingie shows up.
I was basically wondering if theres an app or a mod that can make this possible =]
(I dun really like it when i have to make the apps stuck in my background, cuz i sometimes like to move around with them yknow. So if its possible it would save me alot of trouble)
