How about using an app in Cydia called " no status bar lock". Will that work?

Yes that works, but people that are making a theme might want to add it in as part of thier theme.

If you are curious, you need to add a transparent (or whatever you want) image to the UIImages folder of your theme.

    Name it Black_Lock.png (20x20px)

Just out of curiosity, How would you go about doing it with the wallpaper? It looks the statusbar sits on top of the wallpaper.
