They are themes to over ride other themes, but they have to be above the other themes.
they come standard with Winterboard.
if it doesn't work for you(same here) I just fixed it(for Myself today) i will be putting two themes on cydia;
User background override and user lock background override
Not sure about the second one, would be cool
