Themes from PC?

Is there any good basic program that I can use to put/transfer themes from the web to my iPhone through my PC?

iphonebrowser is one - download,install, plug in iphone, run the program, navigate to var/stash/themes.xxxxxx (the X's being random numbers/letters) click on the folder themes.xxxxxx and drag the theme folder into the blank box on the right.
