No it's done within the them if I remember correctly. In your theme you need folder called UIImages and inside that you need AppIconMask.png AppIconOverlay.png AppIconShadow.png the mask is background the overlay is the icon itself.

here is a question about autocreate.
i made AppIconMask.png, AppIconOverlay.png and AppIconShadow.png for a theme so it can "create" icons.
but that work only for some icons. so, can some one tell me why is that and how can i change it to work for all appstore icons.
here is sa ss, notice the border on LiveScore and Game Time, but there isnt one on Digg and Eurosport

I had this problem a while ago.
Some developers pre-make their icons so they don't have to use the overlay; Thus causing a problem for us, because auto create icons won't work with those apps, unless you edit each app's .plist file and take away the pre-rendered icon tag.
I'm just making all of mine individually, lots of work, but less of a headache.

Sometimes you need to clear your icon caches for all your themed icons to show. iWipe Cache
Digg and Wikipanion are skinned on my iPhone with the 7OS auto-create icon.

ok, i managed to make autocreate border, but when i want to make something over the actual icon, like some gloss efect or color, it wont work for some icons as u see in ss.
i guess Bradszy is talking about that, but i cant figure what exactly do i need to "take away"
and yea, i know about cache and im using iwipe cache
