I found out the problem. When installing from Cydia illumine is installed into the wrong library folder. I'm using ifunbox to explore my iPhone files and move illumine to the correct library folder where all the winterboard themes are located. strange but I can't explain why it is doing this. But anyway if you SSH or direct connect via USB go to the main page and go into library ( note you will see two library folders ). The first one is the target we want to get the illumine into. Go to the second library folder and open the theme folder and copy illumine to your desktop or where ever you can get access to it. After delete the second library folder. Now go into the original library folder and go down to themes folder. Now copy the illumine folder that you saved on your PC/MAC inside the themes folder. That's it you should now see illumine in winterboard.
