Its part of the SpringBoard.strings file.
This is the value for the passcode:
You can add or change it with a text editor or iFile.OpenFient/Any other gametype: JBone1337

^ thanks! I should have known but I wrongly assumed it'd be somewhere else. All I had to do was mod springboard.strings in my theme.

Look in SpringBoard.app/en.lproj of your theme or make the needed folders for a theme. Original file (don't change here but gives you an idea what can be changed in a theme) is in System/Library/CoreServices/SpringBoard.app/English.lproj/SpringBoard.strings

i may give iDesigner a go.
I have the illumine theme installed but do not have SpringBoard.app/en.lproj file in there. it seems the only one i have found is in the System/Library/CoreServices/SpringBoard.app/English.lproj/SpringBoard.strings area

Oops forgot to add that SpringBoard .app is in a folder called "Folders"

thanks. i found the "folders" under my theme but nothing is in there.
should i copy the SpringBoard.app to this folder and modify it?

You only need the parts of it you wish modified. Make a copy to your desktop or wherever. Open it and change the parts you want. Keep those and delete the other parts that remain "stock". Then copy/move it into your theme. For an example my SpringBoard.strings file (in my theme) looks like this:
Huh! Well the spaces translated to *'s so where you see a * there should be a space

This post was super helpful, made me sign up for ModMyI. Thanks everyone, I got the "Enter Passcode" lock gone, added the string text with ifile to my custom Typophone 4 theme. Now, does anyone know how to remove that background image, the one behind where enter passcode used to be? I would really like to see my wallpaper background on the lock screen. Thanks all.
