Wallpaper How To?

So I downloaded a nice theme and wallpaper and the two would go great with each other, but The wallpaper is a Mp4 file and I'm not sure how to associate it with the theme. Do I need any specific programs, If so how do I used them. Addition Info, By wallpaper I don't mean the wallpaper when you unlock your iTouch, I mean the wallpaper when your switching in between pages of apps. Any Help would be greatly aprecciated.

Are these two seperate downloads. If so in winterboard put the wallpaper theme on top of the theme

Its just a photo i have in my saved photos folder, not a theme.

so check user wallpaper on winterboard and make it above the theme u want and then in the photos make that ur wallpaper

I cant make it my wallpaper in photos, Its a mp4 file, theres no option to do that.

if not upload the folder and give the credit as the name of the theme and who made it

Well Im trying to create this theme, "http://www.youtube.com/watch?v=kt8_BgaJ--0&feature=related" i already have all the files needed, (they are also in the description box) But I don't know how to put them together as one.
