Need a coder to help with a project!!!

I am clueless on how to do it but it should be possible. I want to have the KITT Scanner running on my springboard. Also it would be cool if it was user adjustable on where it can be placed by adjusting the code. Ive had this idea for a while so if someone could pull it off that would be awesome. Ive included a .gif of the scanner but idk if it would be easier to use something made from scratch.
