Help with Page1.png design, please.

Okay...I have a theme that utilizes different wallpapers per page via Page1.png, Page2.png, etc. When I hold the icons to make them wiggle, Page1.png will cover my dock icons and make them non-visible behind Page1.png (I don't use a Page0.png). My question is if there is a way that I can cause Page1.png, etc to always cover the dock icons? Since I don't use a Page0.png, I could slide over to my custom Page1.png and I wouldn't see the dock icons anymore.

See the attached screen shots to see what I mean. Also, those labels on the dock icons are not the normal icon labels...they are actually text icons as icon labels are hidden.
