For a specific color, you'll have to do it manually, changing the number / percent symbol pngs.

With Battery Control you can adjust the color. You just can't do it by hex, but you can get pretty darn close if you play with it.

is there no other way to change the Battery percent font color, perhaps with a key in the info.plist?

The battery percent isn't normal text, it's assembled from png images of the numbers 0-9 and the percent sign. You can find those in the coreservices/springboard folder. There is a set for the springboard status bar and another set for the "in app" status bar (can't ever remember which is FSO and which is Default).
The "Battery control" app only affects the "in app" color. However, you can manually edit the png's to make the numerals and percent sign whatever you want. I did, and I'm pleased with the result. I also made my signal bars, carrier logos, 3G, Edge, and WiFi indicators to match. And I edited the .plist for the text in the time/date to match those.
