Im on JB 3.0
Just went off the Tweety theme...got it to work by using this pathway...
/Themes/Theme Name/Folders/ChatKit.framework/Balloon_1.png (also include Balloon_2.png)

Enable (or disable then re-enable) the theme in Winterboard and should be good to go...hope it helps
