Search "Transparent" in Cydia (without the quotations) and pick the one that you like best.

does it make all ur icons transparent or only some?

There is nothing that makes "all" of them transparent, that I know of at least. It only makes the ones that the creator made transparent. If a new application came out and the theme wasn't updated for it then it would not be transparent. That is because every application has a different icon and the theme maker has to make a separate file for each one of the applications.
Edit:
If there are icons of yours that are not becoming transparent then you could always SSH to the location below and duplicate one of the icons and rename the duplicated one so that it applies to the application.
/private/var/stash/Themes.xxxxxx/[THEME-NAME].theme/Icons
