It looks like the Buff2 theme. Do you know if it is an alternate dock in the download? I don't have it so I couldn't tell you.

Yeah, the icons are definately Buuf2 and the style of the dock/wallpaper fits..but they are not part of the theme. So Im trying to find it.

I feel like a detective trying to find a missing kid. Help me find the missing kid, it needs a home!

The theme was described by the previous posters & as for dock & wallpaper, your not going to find it. It was a posting of a fellow Buuf2 theme user who stated that his custom made wallpaper & dock were for personal use only & not being released to the public. That was a good 4+ months ago if not a bit more...
