    Default how to create lockscreens...

    is there any program or app that can create themes like lockscreens and backgrounds or batery icos please help with this

    You can make a LockBackground or Wallpaper out of most any picture. There are tons on the web available. Have you done a search? There is a free app in the App Store called Backgrounds that have many also?
