New Keyboard Layout

i've searched many forums, googled many hours, but still i can't find a (free) solution that lets me make a new keyboard layout for my ipod(and iphone, if i publish it).
Can anyone tell me how to make my own, and if it is very difficult to make, how to make it

i think a skin..i want it to look like the iTypeFastr, is that a skin or something new?
