I'm not sure where you got this photo from, but it looks like a fake.

As far as I know, there is no way to get the time like that on the lock screen because it would require replacing a photo "the little lock icon" with code "to show the time".

The closest thing to that is here

The Bottombarlock is made by Zack Schiller, also known as Nuclear Potatoe. It's called "Micro". He seems to be moving his website, Micro is not there yet, but you'll find a similar widget called "Eclectic"
