Well I did some tweaking and editing carrier bundles, and now I got it.

Rogers carrier logo is also included in the bundle attached. So no need to change png file names and all that. I done it all for you
First of all, this will only work with those whose SIM carrier reads 'ROGERS'. It will not work for those with 'Rogers Wireless'.
SSH into your iphone and go to /System/Library/Carrier Bundles
Inside, you will see lots of linked directory with numbers like 20801, 311180, etc. Don't touch those.
But you will also see bundle directories like ATT US, O2 etc... Do me a favor and erase all those. (if you want to save those, just copy them to your desktop, and delete them in iphone system)
As soon as you erased the bundles, if you are using WinSCP you will notice all the linked number directories will go red-flagged. Don't panic. It is normal. They are linked to one of those bundles you just deleted. Since the bundles are all gone, they are just clueless where to link. Just leave them at that.
Next, copy my bundle ROGERS.bundle to the
/System/Library/Carrier Bundles
Then make a new link directory named 302720 to ROGERS.bundle
In WinSCP, do this by right-click and select New -> Link
Put 302720 in Link and ROGERS.bundle in Point link.
Be careful to input the number right. 302720.
Now, eject your SIM card. iphone will say 'No SIM installed' or something on that line. Reboot your iphone.
after iphone rebooted, the phone will once again say 'No SIM...' just click OK to make that message box disappear.
Put your SIM card back in.
If you have done all the steps correctly, you will see Rogers carrier logo next to the signal bar. Congratulations!
