Specs for creating new icons

Can someone tell me what size icons for the homescreen need to be within & i'm assuming they need to be in .png format? Also what program do most people use to edit and create icons?

yes .png

59 x 60 works

60 x 60 works as well

i use photoshope... but i really dont make icons ...
