OK got it to work,

I edited the carrier.plist then put my orange payg sim in then did the symbolic link through terminal and it worked.

okay got mine to work with an extra step, the uk custom vodafone folder copy the contents into a new folder renamed 23415 and put both folders into the carrier bundles section of the phone
