How to make a video ringtone?

How to make a video ringtone?

i have a question about making video ringtones. when i make the video ringtone in programs, the video only appears in the middle section of the phone and not fullscreen like anyone elses. i dont have the 640*960 settings and when i crop the video, it comes out the same size. can anyone help me?
