hey guys,
i've tried all the advice and suggestions for changing the unlock sound that i could find on this forum, BUT NOTHING IS WORKING!
i'm on windows with a 3g 3.1.2 iphone.

well necro posting is always fun.
First off you need a sound you want. Then cut it to like 1-3secs long. Then convert it to a .caf file(you can go in itunes, and convert it to AAC. After that change the file extension to .caf). After that you have to name it for the right sound.
The main ones are:
beep-beep.caf (sound when you plug in your device)
lock.caf (sound when you lock your device)
unlock.caf (sound when you unlock your device)
For more you can go HERE. its the stock iphone theme. Has all the names/placements of files.(or i guess you could ssh to the directory listed below).
After you have all that done, There are 2 ways to change the sounds.
1)[Not recommended]SSH into your device and go to /System/Library/Audio/UISounds folder. Replace the sound you want with a new one with the same name.
2) install winterboard. Then make a theme. To do that make a folder with any name. Then inside that folder create another folder with the name UISounds. Place your sounds in here and then activate in winterboard and respring.OpenFient/Any other gametype: JBone1337

thanks for the quick, thorough reply....but that's exactly what i've tried already. i've gone over everything, file extensions, folder names, file names, etc. everything is named properly, and in the place that it is supposed to be.

It's most likely an issue with the conversion of the .caf file itself..
Try ToneFX.
ToneFX will cut, convert, and send it to your phone
