i use audicity and before i save my selection i click on effect and amplify but try not to go over 10 when doing this or it will be distorted and then export convert and install in your phone

If your iPhone is Jailbroke there is a program in the installer called iAmp its specially made to boost volume. Its a volume hack for the iPhone it will inscrease sounds with SMS messages, Ringtones, Slide to Unlock, Etc

Upload your desired song on the iphone, then convert it into a ringtone with "Ringtones" (you can find it in Installer).
