where did you download? are you using a MAC or PC?

Sounds to me like you downloaded the DMG file which its for MAC, make sure you use the ZIP file in which case you will open it with Winzip, WinRAR or windowx compression tool

You just need to change the zip extension to ipsw by renaming it.
