Unhappy Jailbreak Once: Success, Jailbreak Twice: Failure

Alright guys, so I'm a bit confused. I jailbroke iOS4 using pwnagetool a little while back and it worked flawlessly. I then installed something like five icon springboard..I don't remember, but whatever it was, it messed it up so I had to restore to regular iOS4 (unjailbroken)

So then I go to rejailbreak my phone (3GS) again using pwangetool and now I get the 1604 error each time I try. I'm just confused by it because if I've jailbroken the same exact software on the same phone before....why can't I do it again?

Anyone with any ideas would be fantastic.

You should've restore to a custom firmware. By restoring to stock 4.0 you've lost the ability to jailbreak because custom firmwares only work on previously jailbroken phones. You'll need to wait until a new jailbreak is released.

but I had upgraded to a stock 4.0 from a jailbroken 3.1.2 and then was able to jailbreak the stock 4.0

No. There's nothing that jailbreaks a 3GS already on iOS4. The only way to get it is by using a custom 4.0 firmware while you're on 3.1.3 or lower.
