I have a 3g with 3.1 (7c144) and modem firmware 05.11.07 . Am I able to jailbreak this w/o having to tether it every time it resets or turns off. Unlocking is not that important since I a in a contract.

yes the 3g is not tethered

if u want to stay on 3.1 use pwnage.
but if u want to go to 3.1.2 use blackra1n
