Are you an AT&T customer or using a proxy SIM?

I had the same problem, I was one of the dumbassess that update without knowing, I did the jailbreak today and had the same problem, I tried resetting network settings and installing the carrier package but did not work, had to restore back to original, will try again when someone posts a solution

I've got the same issue going on. So far the only solution i've found is to do a standard Apple restore, then use quickpwn. This is not ideal for me, as I don't have enough space on / for my many beloved apps. It's also not a good solution for those who don't want to update their baseband.

Has anyone else with this issue found a better solution?

Your apps aren't stored on the root partition.

Yup. Applications are stored in /private/var/stash/Applications.
/Applications is just a shortcut to it.
