My Iphone is stuck on the plug into iphone screen

Alright so I had 2.1 on my phone then I tried downgraded to 2.0.2 and my phone is locked up and it has the plug into iphone screen. Shows the usb plug an then the itunes logo. Anyway, what I did was put it into DFU then I clicked shift restore and loaded the iphone 2.0.2 firmware and then this screen came up. I tried loading a custom firmware from winpwn 2.5 but it still has this screen on it. I restored it through itunes several times but it still is stuck. The only thing I can do with my phone is make emergency calls

No popup of itunes where it wants you to either apply a backup
or make new iphone profile?

Sorry, I forgot to say that itunes instructs me to activate the phone. When I plug it in it tells me to select a minute plan etc.

I dont know what to do. I had this problem along time ago but I fixed it somehow but now it messed up again
