iPod touch 64gb-determine OS version by serial number?

I want to get a 64gb iPod touch (recently sold my 3gs and having withdrawls), but also want to be able to jailbreak the iPod..
From what i know, the 3rd gen was originally released with OS 3.1.1 then 3.1.2 and now 3.1.3..So if by looking at the serial number on the box you can determine the production date ( 3rd,4th,5th digit are year and production week), you could theoretically be able to determine if the iPod has 3.1.3 pre-installed or not by checking the serial number on the box??
I would guess that any production date in 2009 (3rd digit a 9 with any 4th and 5th digit) or early 2010 (I would assume all of January would be safe, so less than 001-004) would have a greater chance of being jailbreakable??

Also, would this same theory be applicable to determine if a iPod is downgradable, thus jailbreakable? Or does the 3.1.3 also update the baseband and stops downgrading?
