Is there a Cydia.app in the Applications folder under the root "/" directory? If not, then it's not installed. If there is, then something is conflicting and stopping it from showing on the Springboard. You can try manually copying an app over using diskaid and restarting to see if it "really" is jailbroken or not. Not being jailbroken is the most likely cause for correctly installed apps not to appear. If other apps do work and appear but Cydia still doesnt you should try removing and manually installing it back again using diskaid.
