Jailbreaking before activation?

I have a Rogers locked iphone 3G right now and I just restore it (unjailbroken firmware 2.2). It's now showing the activation screen but the thing is I don't have a Rogers SIM card, only fido. I was wondering, can I jailbreak it at this condition using quickqwn and have it activate it? I know pwnage can do it but I don't have access to a mac.
