iTools can give you a starting point of what carrier as it can usually tell you what country the phone originates from.

A quick google of that model number came up with Telenor in Norway. Does that sound right?

Hello,
I have he same problem, I have an iphone 4, 5.1.1. It is not activated. I bought it in China and want to find out the official carrier to activate it. Tomorrow is my last day in China, I would need to by the right sim card tomorrow.
I tried "iphonecarrierchecker", but when entering the IMEI number ( that I found on the package) it tells me ERROR,THIS ISN'T IPHONE IMEI!. If , this doesn't work, isthere another way to activate the phone ?

@kimiki: if it says, it is invalid IMEI, you should double check the IMEI. Even for a non activated iPhone you can check basic details. (Except Carrier Info) google: iPhone operator check and choose any online IMEI checker to ease the process
