If you jailbroke the cellular data tab should be there. If not, try installing the proper carrier bundle from Cydia if it has your carrier. If not or if it fails, try manually installing your apn setting by going to unlockit.co.nz in Safari on your phone.

You also need to have the h2o proxy in the file too. unlockit's setup might not be able to handle proxies. Look at the links I posted in this topic: Help with h20 wireless data on 4.2 jailbroken iphone 4

I'm planning to make a carrier bundle (IPCC file) that should work for data and MMS, but it won't be until Sunday afternoon at the earliest I'll get enough free time to do it.
