I didn't read that you restored a clean stock 3.0 firmware before re-jailbreaking and installing Ultrasn0w. I would recommend restoring your 3G with a stock 3.0 firmware and jailbreak it using Redsnow v0.80, then Ultrasn0w. Make sure "Enable 3G" is disabled. Don't "restore from backup" in iTunes, this causes problems. Set your phone up as a new device in iTunes.

In order for Cydia to work, it must have a WiFi connection. Since you cannot connect to your WiFi network, try resetting your network settings. In most cases, this should fix your WiFi problem.
Settings -> General -> Reset -> Reset Network Settings
Afterwards, go back into Settings -> General -> Network and Turn Off "Enable 3G". This will get turned back on after reseting your Network Settings. Turn your WiFi on and then connect to your wireless network. Once you are connected to your wireless network, launch Cydia and let it "Reorganize" and exit. The 2nd time you run Cydia, it should prompt you to install "Essential updates", make sure you do. You should be all set.
