I can confirm you can downgrade from 2.2.1 to 2.2 using the DFU mode. My steps:
1. Enter DFU mode (turn off iPhone and hold the home button while rebooting and the screen should not turn on)
2.(iTunes says you must restore) On windows hold the SHIFT key and click the restore button.
3. Find where the 2.2 IPSW is.
4. Allow it to restore.
5. Dl ZiPhone and extract
6. Copy iTunesMobileDevice.dll from Program Files\Common Files\Apple\Bin into the extracted ziphone
7. Open ziphone and click (click to show adanced features) and hit normal mode
8. Allow ziphone to work, but it will not automatically reboot
9. Do a hard reboot (hold the home button + the power until the apple logo appears)
10. It should now be at the activation screen and allow iTunes to activate.
10. Done
P.S. I am running Vista Ultimate, and the latest iTunes(8.0.2), and baseband 2.30.
