Apppatch support for 2.0.2?

I'm curious if there are any Cydia or installer packages available to patch a Canadian iPhone on Fido with the 2.0.2 Firmware to work in Zurich, Switzerland on a Pay as You Go Pre-Paid Sim Card?
A friend is in Zurich and has notified me that he is not getting a signal when
using the Pre-Paid Sim which has been tested and works great.
Obviously I don't have access to the phone, and he wouldn't know how to SSH into the iPhone and edit plist files so my only option would be to have
him access a Cydia or Installer Patch.
