I'm from Croatia so I was wondering is it possible to buy the "locked" iPhone at the apple store and unlock it at home using whatever software (quickpwn, winpwn) or do you sign rate plans immediately at the store...?

You cannot buy an iPhone from the Apple Store and walk out without buying a plan. You have to buy a plan if you buy an iPhone from the Apple Store. I suggest buying an iPhone from Craigslist or Ebay.

you can buy one without a plan but for a bigger bigger amount
and there's no guarantee you'll have service from your carrier.
i think the best way is to buy one from ebay

Not in the US. You HAVE to activate with AT&T before leaving.

May be you have to wait until Croatian carrier will start to offer iPhones, like here in Slovakia. Then it will be much easier. To bring a new one from the U.S. mean to spent much more money and may be use the iPhone just like an iPod

You can unlock a 2G, the software unlock for the 3G hasn't been finished yet. Your only option for a 3G is to get a SIM unlock, which is a little card that goes over your SIM card and tricks the phone. Also, your carrier MUST use GSM or you'll just have an iTouch
