O2 unlocked iphone in UK Cloud Network

I've got a 1.1.2 OTB iphone - its on O2 (not an iphone tariff) using a 3GP sim solution (sorry I dont know the exact term).

Every time I find a cloud network I can connect to the network but when I open safari it says it can't open the page.

Obviously I'm not expecting to be able to get free wifi access but it would be nice if I could sign on for 24 hr access or something.

Well normally on my notebook it gives me the opportunity to sign up for a short period of time - like when your in Starbucks and it redirects you to the Tmobile site.

On my Iphone it just says can't access the page - do I need a Cloud subscription - how do I go about setting it up on my Iphone.
