I've never heard of an iTouch.
I would guess look here for an iTouch:

If it's an iPod Touch you're referring to, you'll have better luck here:
Apple - Support - iPod touch

Hmm i cant stand it when people say iTouch either, lol. ANYWAY, what set up do you have? As in thru WinSCP, what did you put for host, password, etc. Also, did you ensure OpenSSH is turned on (do so thru SBSettings)?

Maybe you have the wrong account information or you did not find out your correct ip address.

I got the same issue when I updated to ios4 on my 3G iphone. I can browse for a few minutes and than I get a 'connection time out' error. You can try deleting two files that has been created when you ran winscp that is blocking the connection. It worked for me. To be safe, you can rename it incase it doesn't work for you.
Use iPhone explorer or iFile to navigate to these two files. I used iFile from Cydia.
/bin/poc-bbot
/System/Library/LaunchDaemons/com.ikey.boot.plist
After which, go back to cydia and reinstall openssh. Don't delete it but install over it. A respring or reboot maybe needed before testing winscp again.
