Using iphone without phone service?

Sorry if this is somewhere else, i've tried to search, but My wife wants an iPod touch and We are on AT&T(i have an iphone of course), we aren't ready to be paying for 2 iphones, but i wanted to find out if I can
open a second iphone up to be a wi-fi/ipod device without phone service, so that evenutally when she is ready for a phone we don't have to buy another device. I'm running itunes 7.4.
If anyone can help me out, or post a link to another thread where another newb already asked this question.
