put a stock springboard.plist back on it and see if that helps

where can we get stock springboard.plist file?

Um... I don't think there IS a "springboard.plist" file. I certainly can't find one in my 1.0.2 or 1.1.1 fs dumps.
I believe the scroll capability came from a patch to the springboard application itself, though I am not positive about that.

From the SummerBoard alpha Install file:
If you want to undo the previous SpringBoard patch, move:
/System/Library/CoreServices/SpringBoard.app/SpringBoard.original -> /System/Library/CoreServices/SpringBoard.app/SpringBoard
chmod +x /System/Library/CoreServices/SpringBoard.app/SpringBoardWhite 3G
