It's not an app. This is the zoom feature that is in the Accessibility options in the settings

No, the 3-finger zoom is part of the accessibility features. It doesn't actually zoom the camera, and pictures taken by the camera will appear normal. It's just zooming in on whatever is currently displayed on the screen. They are just using the feature in conjunction with the camera to use it as a makeshift magnifying glass.
Simply using the camera zoom by itself as a magnifying glass wouldn't work too well because the resolution of the 3GS's camera while zooming just plain sucks.Last edited by Rokesomesmeefer; 07-26-2010 at 09:08 AM. Reason: 3-finger, not 2-finger... my bad...

There is no app. What you have seen in the video is NOT an app. It is the accessibility features built into the firmware.
Go to Settings -> General -> Accessibility -> Zoom and set it to "On". Note the controls detailed on the page. Zoom should work anywhere on the phone.
