you need the customize application installed...go to the Springboard Strings setting and you can do it thru there

I love this Theme & downloaded it but only the wallpaper changes & the rest are just normal icons. I even restarted the phone & it's still the same.

Did I miss a step here?

Capitalize the 'I' in the 'icons' subfolder and that should do the trick ;]
