I believe $9.99 is the sweet spot for apps, with $4.99 being the ideal target.
$4.99 is the price of a lunch at a fast food joint, nothing to significant to feel cheated out of if you're not happy with the purchase.
Lower price points encourage impulse purchases, and at the end of the day, selling 4 apps for for 30 dollars beats not selling any at $29.99.
