One of two things - first, you could have something hung in the queue of your installer, so click on any package to install it, but instead of installing it, click on the "Clear Queue" buttton. That will refresh the cache in the Installer app.

The other likely cause is that you don't have enough room in your memory. You either have too many programs installed, or too much other "stuff" on your iphone/itouch. So, Installer is not allowing you to install things because there is simply no room to put it. Get rid of some stuff (how about losing some of those incredibly useless programs that are just wasting space) and then try again.
