LOL
I don't see how you expect people to have already tested it if the 3.1 jailbreak isn't out yet.

Honestly, I didn't even know that only 3.1+ was compatible with the App Management. I thought it just worked with 3.0.

Does app management work with 3.1 beta?
Well since I'm so nice.. and don't want to do this essay right now...
I decided to give it a shot.
Went to download 5 icon dock from cydia ...
When in iTunes it only shows 4 icons down in the dock, the fifth one simply gets left out of the screen altogether. If you drag one of them out into the regular springboard, then there's only 3 in the dock down below but you can't add another one in.
iTunes doesn't seem to like 5 icon dock.. idk about FCSB though..
I don't really like the 5-icon look.I always feel sorry for the guy in the iPhone commercials. He always gets a call right in the middle of trying to do something

I have five icon dock, five column sb and categories. iTunes 9 still only recognizes 4 columns and dock, and shows all apps regardless of what's actually hiding.
I have not tried moving the icons around in iTunes, but I'm pretty certain it won't do anything.
I hope that answers your question.
