Jailbreak apps through SDK

I've been wondering, couldn't someone write the code for something like GPSPhone be rewritten in the official SDK (kinda like the PSX emulator) then distributed through a web site (like this one) or torrents then loaded onto anyones iPhone who has the SDK?
