I'm not too familiar with all the native apps out there, I just got an iPhone (which i jailbreaked already) about a week ago.

Anywho, is there an app out there that allows you to change the settings when you double click the home button?

You can go to settings>>>general>>>home button. Although that only allows you to change it from Home, Favorites, or iPod.
And i have not seen an app to change this.

Extended Preferences for 1.1.x could do that. And I think that Extended Preferences for Winterboard for 2.x also capable of that. Although, I don't use it solely because of Winterboard - it slows down the iPhone.
