Are these Apps still available? I forgot their names.

1 - I think it was called Wallpaper, random refreshes of wallpapers that you can save and use.

2 - An app that lets you view webcams set up around the world.

You can do this with winterboard, there are alredy some on Cydia. It is html wallpaper, you just put you images in a folder and it will rotate them. In Html file you choose the delay.

There are also some ready made called time of day that will chaneg wall paper according to Sun, moon, sunrise, night, etc..)

It's not the same thing. Wallpaper app didn't cycle wallpapers from your own iphone. It would take custom wallpapers from other users, upload them, and share them with other wallpaper.app users. It was cool cuz you could see all kinds of cool wallpapers that other people were using.
